CALL FOR EXPRESSIONS OF
INTEREST (EOI)
FROM
SUITABLY QUALIFIED
NATIONAL HRM/D CONSULTANTS TO SUPPORT THE FORMULATION OF HRM/D PLANS in MARD
dEPARTMENTS, dIRECTORATES, RESEARCH Institutes and PROVINCES in the
Fisheries Sector
Fisheries Sector
Programme Support phase II (FSPS-II) within the Ministry of Agriculture and
Rural Development (MARD) has the ultimate goal of supporting ‘the less
privileged parts of the rural population engaged in fisheries’. FSPS-II
comprises four Components with activities focused on 9 provinces of Vietnam
(Quang Ninh; Son La; Nghe An; TT Hue; Dak Lak; Binh Dinh; Ben Tre; Ca Mau;
and An Giang). This program is supporting the Government of Vietnam (GoV) in
its Public Administration reform process (PAR) goal, i.e. “by the year 2010
the contingent of cadres and civil servants will have a reasonable size,
possess professional qualities and be modernized. They will have adequate
qualities and qualifications to discharge their public duties and be
dedicated to serve the cause of national development and people.”
Output 1: organizational
unit’s strategic goals and operational objectives defined
Output 2: competency frames defining desired levels of performance for
individuals in the organization formulated
Output 3: Current level
of competence assessed, competency gaps identified, personal development
plans formulated and training needs assessed
Output 4: Organizational capacity self-assessment carried out
Output 5: Organization specific policies for human resource development and
management defined
Output 6: 3 year HRM/D operational plan developed
MARD invites expressions
of interest (EOI) to carry out this type of work from all suitably
experienced National Consultants in the North, Central and Southern regions.

NADAREP is representative of the process all organizational units are
expected to undergo. Please use this example TOR as the basis for deciding
on your interest in this work.
The EOIs
for NADAREP (or other organiztional units) must include the following items:
1.
An indication of which organizational units the
supplier proposes to assist. (This could be one organizational unit or more
than one, e.g. 3 provinces in a region.)
2.
A short presentation, by the consultant / s of
their activities as a consultancy supplier focusing on the activity areas
specified in the NADAREP example. A short summary of recent experience
providing similar consultancy services would be an advantage.
3.
A brief description of how the supplier would
implement the NADAREP example TOR (or an example from another organizational
unit) indicating example time estimates, travel and daily charge rates using
the annexes provided on the
www.fistenet.gov.vn website;
4.
A brief list of points that the supplier considers
important for ensuring the quality of the HRM/D intervention;

Following receipt of EOIs, they will be sent to the relevant organizational
units for further action. The suppliers of the most technically relevant
EOIs would then be contacted and invited to submit full tender bid
proposals. The supplier’s data would also be kept on a register for future
work in the fishery sector.
The
closing date for submission of the EoI is 16.00 hours on October 12, 2007
