INVITATION TO BID FOR TRAINING AND CONSULTANCY SERVICES.
The Ministry of Fisheries (now under Ministry of Agriculture
and Rural Development) Sector Programme Support II co-funded by Danida has
the ultimate goal of supporting the less privileged parts of the rural
population engaged in fisheries. The support program comprises four
Components with activities in 9 provinces:
1. Strengthening of the Fisheries Administration (STOFA)
2. Strengthening of Capture Fisheries Management (SCAFI)
3. Sustainable Development of Aquaculture (SUDA)
4. Strengthening Capacities of Post-harvest and Marketing
(POSMA)
The FSPS II STOFA component has planned a number of
activities for 2007 to strengthen Fisheries Administration. These activities
are briefly referred to below:

Hiring training suppliers to assist Ministry of Agriculture
and Rural Development in conducting the Microsoft Certified System Engineer
(MSCE) training programme for Office of Ministry of Agriculture and Rural
Development (OMARD)
Information Technology and Statistic Centre (ICARD);
Fisheries Informatic centre (FICen); Research Institute for Marine Fisheries
(RIMF); Research Center for Fisheries (RIA III)
General Condition: National consultants must be highly
qualified Vietnamese citizens who are not currently employed by the Ministry
of Agriculture and Rural Development or its dependent departments and
institutions.
Consultancy fees will be remunerated according to experience
in line with the current regulations as stipulated in the current UN – EU
Guidelines for Financing of Local Costs in Development Co-operation with
Viet Nam dated September 1, 2007.
All tenders shall be prepared in 2 languages (Vietnamese &
English) and submitted in 01 original & 02 copies in sealed package to STOFA
component office no later than December 07, 2007 at 16:00 to:

The tender shall bear the activity name and reference number
given above. The chairman of the Tender Evaluation Committee in the presence
of the full committee will open tenders.
Tenderers with questions regarding the tenders should send
their questions in writing to respective activity coordinators (indicated in
respective Terms of Reference) at the above address no later than 7 days
before the deadline for tenders.
