CALL FOR EXPRESSIONS OF INTEREST (EOI)
FROM SUITABLY QUALIFIED COMPANIES, INSTITUTIONS, REGIONAL AND
INTERNATIONAL CONSULTANTS ON DEFINE AND START PROMOTION OF IMPROVED AND DECENTRALISED FRY SUPPLY
NETWORKS, NURSERY PRODUCTION AND SPECIFIC OPPORTUNITIES FOR SMALL-SCALE
ARTISANAL INVOLVEMENT IN SUPPLY AND SERVICES - BEGINNING IN DAK LAK AND SON
LA PROVINCES
(SUDA Activity 2008/2.4.1)
The Ministry of Agriculture and Rural
Development (mARD) Fisheries
Sector Programme Support phase II (FSPS-II) has the ultimate goal of
supporting ‘the less privileged parts of the rural population engaged in
fisheries’. FSPS-II comprises four Components with activities focused in 9
provinces of Vietnam (Quang Ninh; Son La; Nghe An; TT Hue; Dak Lak; Binh
Dinh; Ben Tre; Ca Mau; and An Giang). There are four components namely: 1).
Strengthening of the Fisheries Administration (STOFA); 2). Strengthening of Capture
Fisheries Management (SCAFI); 3). Sustainable Development of Aquaculture
(SUDA); and 4). Strengthening Capacities of Post-harvest and Marketing
(POSMA).
The output of this consultancy, which
addresses SUDA activity 2.4.1.(2008) of Output 2 will be: ‘Define and start
promotion of improved and decentralised fry supply networks, nursery
production and specific opportunities for small-scale artisanal involvement
in supply and services - beginning in Dak Lak and Son La provinces’.
SUDA invites expressions of interest (EOI) from suitably qualified
and/or experienced technical specialists for the attached TOR, which include
international/regional and national consultancy input. EOI should be sent by e-mail as soon as possible, to the SUDA
Component contact people listed below, by the closing deadline of 16.00 hours
on Friday May 9, 2008.
The TOR are in the attached document entitled “tor241eng.doc”.
The EOI must
include the following items to be considered:
- A brief description of how
you/your company would conduct the TOR;
- A brief outline of you or
your company’s corporate competence and areas of specialisation;
- Relevant project/geographical
experience; and
- Brief Curriculum Vitae(s) of
personnel/personnel who would be used for both field work and
back-stopping;
These TOR will be
administered following Danida KR rules for short term consultants. These
rules are attached in the file below entitled “KR rules 8th edition, October 2007”.
In the
event that Private Sector Companies bid for the work and SUDA receives three
(3) or more fully compliant bids these can use competitive market price
rates.
Please note that
Danida funds cannot be used to recruit National Consultants who currently
work for the Ministry of Agriculture and Rural Development. In addition
university staff under the Ministry of Education can only be hired as
National Consultants IF a) the university is not receiving Danida funding
support, b) the consultant’s services can be engaged by a contract with the
university, rather than the individual consultant, and c) the university can
provide a tax invoice for the services provided under these TOR. If required, the contact person

Following receipt of EOI’s, and not later than
16.00 hours on Friday
May 23, 2008, the suppliers of the most technically compliant EOI’s
will be invited to submit full tender bid proposals for the above TOR.
Companies or individuals wishing to submit
tender bids for these TOR, which include international/regional and national
consultancy input, must follow the full process and submit the full document
set listed in the KR rules.
The closing date for submission of full tender
bids for these TOR is 16.00 hours on Friday June 13, 2008.
