CALL FOR EXPRESSIONS OF INTEREST (EOI)

FROM

SUITABLY QUALIFIED CONSULTANTS FOR AN EXTERNAL INPUT TO THE SOCIO-ECONOMIC BASELINE SURVEY (SEBS) FOR THE FISHERIES SECTOR PROGRAMME TO BE IMPLEMENTED BY THE GENERAL STATISTICS OFFICE (GSO) IN NINE PROVINCES

 

The Ministry of Fisheries (mofi) Fisheries Sector Programme Support phase II (FSPS-II) has the ultimate goal of supporting ‘the less privileged parts of the rural population engaged in fisheries’. FSPS-II comprises four Components with activities focused on 9 provinces of Vietnam (Quang Ninh; Son La; Nghe An; TT Hue; Dak Lak; Binh Dinh; Ben Tre; Ca Mau; and An Giang). The four components are: 1). Strengthening of the Fisheries Administration (STOFA); 2). Strengthening of Capture Fisheries Management (SCAFI); 3). Sustainable Development of Aquaculture (SUDA); and 4). Strengthening Capacities of Post-harvest and Marketing (POSMA).

 

This consultancy is designed to provide:

1.        Training for Provincial Statistics Office (PSO) staff in improved data collection, analysis and interpretation methods (in nine Provinces);

2.        Assistance with the drafting and implementation of a modified GSO Vietnam Household Living Standard Survey (VHLSS) questionnaire to incorporate additional fish consumption questions;

3.        Assistance with data collection from 500 households (HH) within nine Provinces;

4.        Assistance with the identification of HH to be followed up under tracer studies;

5.        Case study topics to compliment the Socio-Economic Baseline Survey; and

6.        Data analysis and report writing.

 

MOFI invites expressions of interest (EOI) from suitably qualified and experienced technical specialists for the SEBS ToR. EOI should be sent by e-mail as soon as possible, and before the 16:00hrs deadline on Monday 28th May, to the contact people listed below.

 

The EOI must include the following items:

1.        A brief description of how you would conduct the TOR including time estimate and daily charge rate;

2.        A brief list of points that you consider should be used in the sample questionnaire;

  1. Summary of your experience in data collection, processing and interpretation; Relevant experience from similar surveys; and
  2. Brief Curriculum Vitae.

  Following receipt of EOI, and not later than 16:00hrs hours on Wednesday June 6th 2007, the suppliers of the most technically compliant EOI will be invited to submit full tender bid proposals for the TOR.    

The closing date for submission of EOI for these TOR is 16.00 hours on Monday May 28, 2007
